He states in his speech that he does not believe it likely that Congress will impeach President Richard Nixon "barring some kind of explosive sensation," as it is "reluctant to do anything unsettling or disturbing unless forced to." He also expresses his doubt that President Nixon would resign willingly, quipping, "why should he? If he resigned he'd have to start paying his own lawyers."
