- The Citizens' Governmental Research Bureau was established in 1913 to monitor local government and research public policy issues. In 1945, the Milwaukee Urban League, the YWCA, and YMCA commissioned the Bureau to study the community living in two Milwaukee wards that had a large African American population in order to assess the need for particular services in the area. This report, issued in 1946, provides a comprehensive portrait of a portion of Milwaukee's African American community, detailing population trends, education, employment, health, and much more.
