- Blatt had a cordial relationship with Edwards, the first Republican governor of South Carolina since Reconstruction. The letter demonstrates South Carolina's messy transition from a system of government in which each county's legislative delegation approved its yearly budget, to a system of "home rule" in which citizens of each county elected local officials to oversee their affairs. This transition was engineered in part by the so-called "Young Turks" in the Democratic Party who sough to diminish the influence of long-time legislators like Blatt.
