- In another conflict between Blatt and Fowler, Blatt expresses his displeasure with President Carter. As the Democratic Party evolved, Blatt often found himself out of step with the Party's national platform. His opposition to Carter in this instance has to do with the effects of Carter's environmental policy on constituents working at a local nuclear waste processing facility.
