- With the construction of the Savannah River nuclear power plant, thousands of workers moved into Barnwell. This influx of people created numerous logistical problems for the school system. Here, Blatt asks a Barnwell property owner to give his home to the school district so that they can provide lodging for teachers. The letter also describes numerous issues facing the school district during the upcoming school year, including the need to build more school buildings and purchase school buses for white and African American students.
