- For almost his entire legislative career, Blatt expressed his displeasure over what he perceived as the failure of the State Development Board to bring industry to Barnwell County. These two letters -- one from 1949 and one from 1981 -- are just two examples of Blatt's pleas for the state to foster an environment conducive to industry and to remember Barnwell County when meeting with industrial leaders interested in moving to South Carolina.
