- McCain provides an update on Black political candidates running in a variety of elections from Mayor of Norway, S.C. to a seat on the town or city council. Several reports included with this one discussed the same thing, updates on the progress of getting black leaders elected in their local governments in South Carolina. McCain includes two letters to Shirley where he thanks her for sending him valuable information and sends her little bits of information concerning the progress they are making in the area to be heard by their government. Also included is a list of members for the Steering Committee for the Beaufort County Voters League
