- Interior: various scenes of a press conference. Medium shot Dr. William Hall, State Commissioner of Mental Health speaking. Speaks about proposed facility desegregation plans in order to comply with the Civil Rights Act. Plans include admitting all persons under 65 into the South Carolina State Hospital, "regardless of race, color, or national origin." Once this step is complete, all patients over the age of 65 are to be moved to the Palmetto State Hospital. (The facility would later be renamed Crafts-Farrow State Hospital). Hall speaks about the possible problems that may occur.
