- Reverend I. DeQuincey Newman speaks about the newly passed Civil Rights Act of 1964. Explains the state NAACP policy of "restraint" as a means of testing the new legislation. "[We] will attempt to contribute to an orderly and peaceful change from a pattern of segregation to that of integration." In response to fears of a "long hot summer," Newman says, "we accept its passage with composure and with appreciation."
