- In 1957 and 1959, McNair testified before the judiciary sub-committees of the United States Senate and House of Representatives that no qualified person in South Carolina had been denied the right to vote. In this joint statement, McNair, Gressette, and Pope cautioned that any federal legislation on voting rights would be viewed by South Carolinians as unconstitutional and a usurpation of states' rights.
