- Description:
- In his inaugural address to the General Assembly, Governor McNair pledged to continue the agenda established by his predecessors of expanding education, growing industry, improving transportation safety, and cultivating successful agriculture programs. McNair assumed South Carolina's executive office when Donald Russell resigned. In turn, McNair appointed Russell to the vacant U.S. Senate seat left empty by the unexpected death of Olin D. Johnston.
