Description:: McNair asserted that effective coordination and communication between local, state, regional, and federal levels across multiple agencies would be necessary in order to solve the transportation problems plaguing South Carolina in 1970. McNair pointed to the successes of the coordination of the Appalachia regional program and transcontinental railroad as proof that Americans could succeed at mastering daunting transportation problems.
