- Open letter from James M. Hinton, President of the South Carolina branch of the National Association for the Advancement of Colored People (NAACP) in Columbia, South Carolina, to the African American citizens of Clarendon County. In the letter, Hinton notes that the Federal Court has ordered the Democratic Club books opened in all counties in South Carolina, except Richland, for African Americans to enroll their names if they desire to do so. Hinton urges all respectable African Americans to enroll to vote in the upcoming primary, August 10, 1948. He advises that any respectable African American who is denied the right to vote should make out an affidavit.
