- Five page statement on Chapter 2 of the Education Consolidation and Improvement Act of 1981, a block grant made available to South Carolina school districts. The statement explains that seventy percent of the block grant funding was based on district enrollment, and the remaining thirty percent of the funding would be distributed based upon the concentration of low income students. Most low income students were identified by census reports as African American. The statement reports that school personnel, parents, and civil rights groups were consulted to plan for the use of Chapter 2 block grant funding.
