- Fifty-one page grant proposal on rural and small-town facilities development prepared by the Division of Rural Development and Special Economic Assistance, Office of the Governor, State of South Carolina and submitted in June, 1982 to the Office of Community Services, U.S. Department of Health and Human Services. The grant endeavors to establish safe drinking water and wastewater disposal facilities for South Carolina's low income rural residents by facilitating public funding opportunities, technical assistance, and training for local community leaders and water utility managers. The proposal includes an application for federal assistance; an executive summary; a project narrative; and attachments that demonstrate the organizational capabilities, records of achievement, partnerships, and funding sources for the Division of Rural Development and Special Economic Assistance. Also included in the attachments are organizational instruments and resumes of leading staff working on the grant.
