He states, "Overall responsibility for implementation and compliance with the Affirmative Action Program is mine as President; however, it shall be not only the policy of the University, but also the practice of its administrators and hiring supervisors to recognize the rights of all employees and applicants for employment to be free from unlawful discrimination on the basis of race, sex, age, color, religion, national origin, handicap, or veteran status".
