- South Carolina Governor Donald R. Russell and Mrs. Russell proceed down the State House steps during a presentation ceremony for the return of a Confederate flag taken during the Civil War. The flag was captured by Lt. M. H. Parks of the 12th Regiment of Indiana Volunteers during the occupation of Columbia by Union troops. Senator Strom Thurmond is in line behind the Governor on the right. South Carolina Adjutant General Frank D. Pinckney is third in line behind Mrs. Russell.
