- South Carolina Governor Donald S. Russell reaches out to accept a Confederate flag from Indiana Governor Matthew E. Welsh in the State House chambers. The flag was taken from the State House in Columbia on February 17, 1865 by Lt. M. H. Parks of the 12th Regiment of Indiana Volunteers when General Sherman's Union troops occupied the city. The flag is a First National Flag, also known as the Stars and Bars. The flag presentation ceremony began on the State House steps but was moved inside to the House chambers due to rain.
