- South Carolina Governor Donald R. Russell, Indiana Governor Matthew E. Welsh and Senator Strom Thurmond sit together during the a presentation ceremony for the return of a Confederate flag taken during the Civil War. The flag was captured by Lt. M. H. Parks of the 12th Regiment of Indiana Volunteers during the occupation of Columbia by Union troops. Governor Welsh is in Columbia to return the flag to Governor Russell.
