- News film clips featuring meeting between Alderwoman Vel Phillips and Police Chief Harold Breier. The first clip shows the Phillips and Breier sparring about the police department taking photographs of people in the audience at common council meetings. In the second clip Phillips evaluates the meeting with Breier calling the police chief "defensive" while he refused to discuss the police department's policies and procedures.
