- The Metropolitan Dade County Community Relations Board was created in 1963 to be a unique community agency that would attempt to solve hardcore social problems and economic distresses that were troubling to many Miami-Dade County residents. Its function at the time was to develop mutual understanding, tolerance, and respect among all social, religious, and ethnic groups in Miami-Dade County and to conduct studies in the field of human relations. Bob Simms became the Deputy Director in January 1967 and was promoted to Executive Director in April 1968. He remained in that position until he retired in 1983.
