Simms, the creator of the Miami Inner-City Minority Experience (a course designed to provide insights and skills toward the prevention of disruptive conflict and its concomitant causes), explained to General Blanchard that the "ghetto key" represents the key on a string around the neck of the oldest child of working parents living in a ghetto.
