- In 1965, the US Department of Health, Education and Welfare released its first guidelines for school desegregation, outlining policies under Title VI of the Civil Rights Act of 1964. The publication was revised again in 1966. The "Guidelines" as they became known to educators and education administrators, assisted public school districts with regulations involving both voluntary and court ordered desegregation plans. This document was attached to the Fulton County Board of Education Minutes, January 3, 1967 as a reference for its Freedom of Choice voluntary desegregation plan. A copy was duplicated and stored in the files of Superintendent Paul D. West.
