- The Clifford "Baldy" Baldowski cartoon depicts Thomas Moreland pulling a medal out of a box. Next to him a briefcase labeled "DOT etc." is filled with more boxes of medals. A man stands behind him and holds more boxes. Thomas Murphy, Marcus Collins and Joe Frank Harris stand in line walk towards Murphy and trample a group of people and a stack of papers labeled "bills" and "state welfare funds." Their medals read "roads," "driveways," "private," "paths," "pig paths," "fixin'," "hi-ways," and "potholes."
