- The Clifford "Baldy" Baldowski cartoon depicts an Atlanta Police Dept. horse who trips and falls head first onto the pavement as he loses a shoe. He sends his rider, a policeman, flying out of the saddle. The horse's side is branded "Dept. good name." The lost horseshoe is labeled "firm control," and a nail that has fallen out of it is labeled "fixed responsibility." In the distance, several masked burglars run away from the policeman. A cloud above them is labeled "battle against crime."
