Description:
The Clifford Baldowski cartoon depicts Jimmy Carter and an unidentified man riding a wagon labeled "U.S. Economy." Bucking broncos labeled "Prices, wages, spending profits and demands" pull the wagon. The reigns have snapped, and Carter is about to fall out. In Oct. 1978, Carter proposed a voluntary wage-price guideline program to slow inflation and avert recession. The plan failed.
