- The Clifford Baldowski cartoon depicts Uncle Sam standing in the doorway of the CIA, looking in at the file room. A man in a dark hat and trench coat is sitting at the desk. A woman is opening a door and a pile of papers is falling out. In 1976, the Permanent Select Committee on Intelligence was established by the Senate to monitor the CIA, FBI and other agencies. It exposed many past abuses.
