- The Clifford Baldowski cartoon depicts an American wheat silo labeled "U.S. Farm Surpluses" catching a globe labeled "Responsibilities in International Relations." Another silo is standing behind him holding the "Wheat Deal with Russia." There are missiles in the background looking on and frowning. In Oct. 1963, President Kennedy authorized the sale of surplus wheat to the Soviet Union as a promotion of peace.
