The Clifford Baldowski cartoon depicts Sen. Talmadge talking to Sen. Edward Brooke who is sitting at the bottom of the Capitol steps with all his belongings scattered around him. The Senate Ethics Committee investigated allegations in connection with Brooke's financial affairs in June. He lost re-election in November 1978.
