Witkowski (in dark overcoat), pastor of St. Ladislaus Polish Catholic Church, Philadelphia, clergy representative, take part in recent groundbreaking ceremonies marking the start of construction of a new $8.3 million senior citizens housing complex in the Nicetown area of Northwest Philadelphia. OICs [Opportunities Industrialization Centers of America] will own and manage the federally funded complex, which will be called Opportunities Tower. Mayor William Green of Philadelphia and local, state and federal dignitaries attended the ceremony.
