(in bold) The Working Poor and The Unemployed: (regular text) To achieve any dramatic increases in levels of black voter registration, VEP must target the young black poor and unemployed. VEP, in cooperation with the Southern Labor Institute and its affiliate unions will arrange for the hiring and training of umeployed young people to register the working poor and the umployed and to get them out to vote. The workers will make frequent visits to temporary labor pool sites, the unemployment offices, and state and municipal social service agencies that serve the poor. VEP and the Southern Labor Institute are very interested in working with the organization Nine to Five to target black clerical temporary employees.
