THE CONSTITUTIONAL AMENDMENT We republish the law approved Jan- uary 23, 1873, regulating the manner of submitting to the vote of the people the constitutional amendment on the subject of franchise, for the benefit of election officers and voters. The republican party, in submitting this amendment to the people, have re- deemed one of the pledges of their plat- form to the letter. We hope it will in the same spirit carry out its promises to the proper end- the ratification of the amendment- as it is alike just to the peo- ple and an honor to the party. We hope, too, that the other pledges of the August platform will be likewise redeemed, and then we may look for the better day in Arkansas- the day of good feeling be- tween men and races- the day of honest and impartial government, and of genuine material prosperity. Give the d-l his due: let who may bring about, we bid them God speed. Voters will remember to vote “FOR CONSTITUTIONAL AMENDMENT.” Any other formula might give a pretext for throwing out the ballot. Put on your ticket the words, “FOR CONSTITUTIONAL AMENDMENT,” and no others. We append the law: SECTION 1. Be it enacted, etc., That ten days after passage of this act the governor shall issue his proclamation, calling a special election to be held on the third day of March, 1873, at the usual voting places throughout the state, for the pur- pose of submitting the proposed amend- ment to the constitution- which, if adopted and ratified in the manner prescribed by article 12, shall thereafter be substituted for and known as article 8 of the consti- tutiono of the state of Arkansas- of the people for their ratification or rejection, which proclamation, together with the proposed constitutional amendment shall be published in the official journal of the state from the time said proclamation should be issued until the day of election. Section 2. That twenty days before the holding of the special election herein provided for, it shall be the duty of each sheriff of the several counties of the state to issue a proclamation in which he shall set forth the purpose of holding such an election, and the time and place in each voting precinct of his county at which the election will be held, which proclamation together with the proposed amendment to the constitution and the fourth section of this act, he shall cause to be printed in conspicuous type, and be posted in three public places in each precinct oh his county. - Metadata URL:
