February 11, 1966 Dear Board Member: This letter is directed to you because you are elected representatives of the people. The tenor of the time should urge you as board members to require all persons connected with school system to conduct the affairs of the system in an impartial and fair manner for the benefit of the population. But, rather the contrary is true. (1) Physical abuse is wide spread and frequent. Involving student and student, an teacher and student. And at some school more than others. This problem seem to be more prevalent at West Side Junior High. (2) The attitudes of many personnedl on the teaching staff is negative ans such is sensed and taken advantage of by students. (3) Pro- per respect and courtesey are not given to the Negro parents. (4) Negro students only are detained at Juvenile Hall for any type of offense. (5) Recent issurance of cards for censor carried racial overtones, in that cards given Negroes were different from those given whites. (6) It was recently published that Junior High School athletics would be desegregated. This is an insult to the community. Your announced policy should be total integration of all extracurricular activities in the system. (7) Continued prac- tice of discrimination in your hiring and placement of personnel.
