Bates President Arkansas N.A.A.C.P. 806 West 9th Street Little Rock, Arkansas Dear Mrs. Bates: The Little Rock Board of Education has carefully considered your request for inte- gration of the Little Rock Public School beginning in September 1955. After a careful consideration of all factors involved, your Board of Education will continue with its previously explained plan of integration, which will begin at the time of completion of the third high school.
