REPORTS OF JUDICIARY COMMITTEE House bill to regulate mechanics’ and laborers’ liens, recommending it do not pass. Reported a substitute with amendments, recommending its passage. The substitute was ordered engrossed and made the special order for Monday at 11 ½ o’clock. Also, committee bill defining the term of the office of sheriff, recommending its passage. This bill makes the office of sheriff elective every two years. Mr. CORBELL moved the reports of the committee lie on the table. Lost—ayes 24, noes 41. Mr. SUMPTER moved the rules be suspended that the committee might introduce the bill. Carried—ayes 43, noes 16. Mr. NEAL BROWN (col.) moved the bill be rejected. Lost. Mr. CORBELL. I desire to “ax” the gentleman from Hempstead (Marshall), or any other constitutional lawyer, if this bill is not unconstitutional? Mr. MARSHALL (col.) I will answer him by saying the word “ax” is unconstitutional. Mr. MITCHELL moved the bill be read a second time by title. Carried—ayes 46, noes 14. Mr. NEAL BROWN (col.) moved the bill be recommitted to the committee of twelve. Mr. FOX moved the bill lie on the table, and be made the special order for Monday, at 12 o’clock, Carried. Also, house joint resolution to furnish the Fort Smith district with reports of supreme court, digest, codes, etc., recommending its passage. Read a third time and passed—ayes 65, noes 0. Also, house bill authorizing the voters of school district No.5, in Prairie county, to levy a tax, recommending its passage. Ordered engrossed. Also, house bill allowing equal pay to teachers in the same grade, without regard to race, color or sex, recommending it do not pass. A substitute was reported, the passage of which was recommended. The substitute was read. Mr. KENT. I would like to know whether there are discriminations made now? Mr. McVEIGH. Most certainly there are, all over the state, and even here in Little Rock. He thought no discrimination should be made between the salary of lady and gentleman teachers of equal competency in the same grade. Mr. CHAPELINE. I desire to ask the gentleman a question.
