Photographers are crouched in front of them, taking pictures. The hearings were conducted by Senators Robert F. Kennedy, Joseph S. Clark, George Murphy, and Jacob Javits. This image was taken for (but not used in) an article ("Senators Told of Poverty" by Patricia James) and photo spread ("U.S. Senators Meet the People") that appeared on pages 1 and 3 of The Southern Courier for April 15-16, 1967.
