Sheriff of Neshoba County, Mississippi from 1963 until 1967, who was charged with civil rights violations for allegedly conspiring to kill civil rights workers James Earl Chaney, Andrew Goodman and Michael Schwerner during Freedom Summer in 1964; Rainey was acquitted of federal charges in 1967.
