- Biography:
- Black civil rights leader and lawyer. Blackwell joined the Southern Christian Leadership Conference in 1963. In 1966, he became director of Southern Rural Action. From 1977 to 1979, Blackwell headed the U.S. Office of Minority Business Enterprise. He resigned two years later and returned to Atlanta. From 1979 to 1981, he was the Atlanta director of the Office of Minority Business Programs and Development, part of the Commerce Department.
