Abstract: The collection consists of the papers of S. Ernest Vandiver, Jr. from 1954-1972. Includes Governor's Office files (1959-1962), Lieutenant Governor's Office files (1955-1958), campaign files (1954-1972), speech and press files (1954-1966), and Legal Office files (1963-1966). Prominent within the subject files of the Governor's Office files are reports from the Georgia Commission on Economy and Reorganization, and information relating to education and segregation.


Biographical Note

In the most remarkable gubernatorial election landslide in recent Georgia history, a forty-year-old Samuel Ernest Vandiver, Jr. won the Democratic primary on September 10, 1958. He carried 156 counties, 400 county unit votes, and 499,477 popular votes to his two opponent's total of 120,929 votes.

Born in Canon in Franklin County, Georgia on July 3, 1918, Vandiver attended public schools in Lavonia and Darlington Preparatory School in Rome. He graduated from the University of Georgia with a Bachelor of Arts degree in 1940 and a Bachelor of Law degree in 1942. During World War II, Vandiver served as a pilot in the Army Air Corps; upon return he joined Joseph D. Quillian's Winder law firm. On September 3, 1947, he married Sybil Elizabeth Russell, niece of Senator Richard B. Russell.

Vandiver was elected mayor of Lavonia in 1946, and through his father's friendship with then Governor Eugene Talmadge, became an aide to the governor. Eugene Talmadge in 1948 appointed Vandiver his adjutant general - at age thirty, Vandiver was the youngest adjutant general in the nation. In 1952, Vandiver took a leave of absence from his post as director of the Selective Service of Georgia to aid Richard B. Russell's 1952 presidential campaign. Also in 1952, Vandiver was promoted to the rank of major general in the United States Air National Guard. His service under Governor Marvin Griffin as lieutenant governor from 1955-1959 was the stepping stone to the governorship.

When Vandiver came to office in 1959, it was in the midst of a spending scandal throughout Georgia's state departments. He immediately ordered most of the state departments and agencies to reduce their expenditures by 10 percent, implemented efficient business practices, and appointed competent directors to the most troubled departments. No further fiscal scandal plagued his administration.

Segregation, described by the Vandiver as "the most over-riding internal problem ever to confront the people of Georgia in our lifetime," was his next major challenge. Under his administration, the University of Georgia was integrated in 1961, ending 175 years of segregated education. In an effort to enforce the federal court order directing Atlanta to desegregate its public schools by September 1961, Vandiver oversaw the entrance of nine black students to formerly all-white high schools.

The Vandiver administration also oversaw the transfer of Georgia's neglected historical records to a new seventeen-story building constructed in Atlanta to house the archives. He also influenced the General Assembly to increase appropriations and federal assistance to the Milledgeville hospital for the mentally ill.

Vandiver returned to his law practice after his term as governor. He again ran for governor in 1966, but was forced to withdraw from the race due to a heart attack. He served under Governor Jimmy Carter as adjutant general and, in 1971, ran for the senatorial seat left vacant at the death of Senator Russell. Vandiver received 20 percent of the vote in a fifteen-man race, but ultimately lost to Sam Nunn.

The Vandivers lived in Lavonia and had three children: Samuel Ernest III (Chip), Vanna Elizabeth, and Jane Brevard. Vandiver died at his home in Lavonia on February 21, 2005.

Scope and Content

The S. Ernest Vandiver, Jr. Papers consist of materials from Vandiver's career as governor of Georgia, lieutenant governor of Georgia, and as a lawyer. There are also materials related to Vandiver's campaign activities, including his campaign for governor of Georgia in 1966 and the United States Senate in 1972. The Governor's office files contain Vandiver's unofficial papers, while he served as governor. His official gubernatorial papers are located at the Georgia Department of Archives and History in Atlanta, Georgia.

The papers consist of office files and personal papers. Types of material in this collection include correspondence, speeches, press releases, reports from state agencies, news stories, editorials, photographs, and scrapbooks.

Another series was added in March 1998 to document the post-career reflections and activities of Governor Vandiver. At the time of this writing, the series consists chiefly of correspondence in which Vandiver reflects on his role as governor during the Civil Rights era, specifically, the circumstances surrounding the arrest of Martin Luther King in Georgia in 1960.

The series contains correspondence, newspaper clippings, reports and printed materials. This series was further divided into subject, county and personal files. The subject files contain information on yearly budgets, education, legislative apportionment in 1960, the highway department, industry, the general assembly, and segregation. There is also a small amount of information on the integration of the University of Georgia and the Commission on Economy and Reorganization. County files consist of correspondence from individuals residing in their particular county. Also included are lists of county officials and legislative members. The personal files mainly consist of governor's conference information and invitations. Arrangement is alphabetical.

Series III.: Campaign, 1954-1972

Files for the 1958 race for governor include announcements, platform, speeches, publicity, newspaper clippings, and post-campaign news stories. Material on the 1954 campaign for lieutenant governor is very meager, but does include his candidacy announcement and newspaper clippings.
The 1966 campaign was aborted in May on the advice of Vandiver's physician. Letters of support began in September 1965, and continued through May 1966. Also included is correspondence, newspaper clippings and platform information. The General and Personal/Political files for 1963-1966 (V. Legal Office Files) contain frequent references to Mr. Vandiver's political interests and should be consulted in connection with the campaign papers.
Vandiver's four major political campaigns are documented in this series. There is a fairly uniform arrangement for three of the campaigns: county files, subject files, correspondence, and newspaper clippings. The 1972 United States Senate materials include announcements, platforms, speaking schedules, speeches, press releases, subject files, county files and contribution files. Vandiver was defeated in the democratic primaries by Sam Nunn.
A card file of names was kept through the years. A partial listing by counties survives; other files seem to be alphabetical by name. The card files are placed at the end of the campaign series.

Series V: Legal Office Files, 1963-1966

This series contains the files Mr. Vandiver kept during his years of private law practice, not to imply that they are "legal" files. There are two main divisions: General and Personal/Political. The General subseries includes materials concerning volunteer and appointive work Mr. Vandiver was engaged in on the state level. As an example, he was chairman of the Citizens' Committee to study Atlanta Rapid Transit in 1963 and 1964.
There is a subject file as well as chronological in both divisions. Personal/Political has a third heading: Invitations, Christmas Cards, and Letters of Thanks. A note, presumably from an aide, defines Personal Correspondence as "Letters of illness, death, etc.; thank you's; personal friends; money."

Photographs were removed from original collection for preservation purposes and separately cataloged. Subjects of the photographs include Vandiver's campaigning for governor in 1958, 1961 governor's conference, state buildings and individuals. Each photograph has been assigned an individual catalog number and given a brief description including individuals, event and date, if known.

Series VII: Post Career, 1992-1998

1 folder containing 5 items
This series was added in March 1998 to include materials that document Vandiver's post career activities. The material consists chiefly of correspondence relating to Vandiver's account of his participation in the events surrounding the arrest of Martin Luther King Jr. in DeKalb County, Georgia, in 1960. This includes Vandiver's remembrance of the appeal from then President John Kennedy to Vandiver to intercede on King's behalf. Vandiver provides an outline of his participation in the arrangements, which led to King's release from prison. He also discusses the political ramifications of this release for himself and for President Kennedy. More may be added to this series at a later date.
