Anderson, president of the Albany Movement and local osteopath, in an interview on August 4, 1962, suggests that some Albany city officials are willing \"to destroy the city\" in their defense of segregation.","As the clip begins, Anderson speaks of his confidence that Albany voters will not reelect city officials who put segregation above the well-being of the community. Anderson is speaking in part of the Albany City Commissioners' longstanding refusal to discuss the requests of Albany's black citizens or to authorize bi-racial discussions. Local business leaders, adversely effected by Albany Movement-led boycotts, had encouraged the City Commission to work with African Americans but were unsuccessful, until, August 4, when the City Commission issued a public statement agreeing to talk with local African Americans. However, they indicated that they would speak only to those who had not been arrested in protests, which ruled out most of those active in the Albany Movement. Students had been active in protesting segregation with the Albany Movement since the arrival of Student Nonviolent Coordinating Committee (SNCC) members Charles Sherrod and Cordell Reagon in August, 1961.  While the Albany Movement leaders had repeatedly requested that the Albany City Commissioners begin dialog with them about concerns of the African American community, the commission refused to compromise.  After the Interstate Commerce Commission (ICC) desegregation rule went into effect desegregating bus and train service stations, students began actively testing public facilities, protesting segregation.  Albany Police Chief Laurie Pritchett, aware of the negative effects of images of police violence on peaceful protesters, instructed Albany officers to respond nonviolently to protesters.  In this segment, officers carry limp demonstrators away from the library steps.  In response to desegregation efforts, the Albany Carnegie Library closed in 1962. Kelley states that it has always been the city's policy to solve local problems by working with local leaders and not with those who have contempt for local, state, and federal laws and restraining orders.  He condemns \"outside agitators\" including Dr. Martin Luther King, Jr. \"and his coterie who jump about the South like so many fleas on a hot griddle and cause racial rashes where none have heretofore existed.\"   Kelley says the commission feels they should not negotiate under any circumstances with outsiders who have announced their intention of \"turning the city upside down.\"  As part of their efforts to block \"outside agitators,\" the city obtained an injunction from federal district judge J.
