Atlanta 3, Georgia Dear Mr. Branton: Shortly afte I arrived home, June 13, 1962, I was contacted by some of the parents who were interested in enrolling their children in the elementary schools here this fall. I had read the statement in the press stating that the Little Rock School Board had said that it did not plan to integrate the elementary schools at this time. I also had read a subsequent release in the press quoting you, in effect, that you would take court action. Based on the statement quoting you, I assured the parents that action would be taken immediately. During this time, I was also contacted by some of the students who had been denied transferes for the Horace Mann high school to the in- tegrated high schools. They want to know if relief could be sought in their case. I contacted Attorney Harold B. Anderson who had represented many of the students who had been denied transfers before the school board. I asked for the names and addresses of the students and their parents in order to assure them that relief would be sought fo them. I was surprised when Mr. Anderson referred me to Mro. Ozell Sutton, co-director for the Arkansas Council on Human Relations, for the in- formation I was seeking. I was also surpriesed again when I spoke with you over the telephone last week, when you told me that Mr. Sutton was your contact man, and you had asked him to arrange a meeting with the parents. You know the groud-work for the case was laid in 1956 by the Lit- tle Rock branch NAACP. Members of the Executive Board of the Little Rock Branch -- many of then you know well -- Dr. Sarman P. Freeman, Dr. William Townsend, Rev- erend Mr. J.C. Crenchew and L.C. bates, counseled the origianl plain- tiffs and accompanied them when they attempred to enroll in the so-call ed white schools in 1956. BRANTON - 2- Aug. 28 Conference of Branches for legal assistance. You were employed by the State Conference to work with Attorney U. Simpsom Tate to handle the case. When the lower court decided agianst the plaintiffs, an appeal was made to the Legal Defense and Educational Fund, Inc. for assistance in appeal to the Eight Circuit Court of Ap- peals. I know that you know all of this. But, to keep the record straight, I am refreshing your mind to the fact that the Little Rock school case is an NAACP project. In view of the above facts, I feel that nay instructions or informa- tion for further action in the case, should have been directed to Rever- end Mr. Crenchaw, president of the Little Rock brach or to Attorney George Howard, jr., president of the Arkansas State Conference, or L.C. bates, Field Secretary for Arkansas. I am well aware the the Legal Defense and Educational Fund spent quite a deal of money. And, I am also aware that it was the Arkansas State Conference of Banches that sought aid from the Fund. It can be recorded too, that the National Office of the NAACP spent thousands of dollars in the case. Since both organizations coordinated their efforts and funds to fight the case, I made several public appearances to raise funds for both or- ganizations. And I still feel that any action take, even now should be made known to both organizations. It is my feelings, that, if at the time, the Little Rock School Board announced that it was not going to integrate the elementary schools this year, you were too busy to take legal actions, the local branch, State Conference, Legal Defense and Educational Fund and the National Office of the NAACP, should have been notified. This would have cleared the way for some other lawyer on the staff to have taken the necessary steps. I have been confronted with another problem that concerns us greatly. It is the attitude of the people here since they have been alerted to the fact, that they do not have to come through NAACP channels to file suits against discrimination. The statement you said you made to a group of Little Rock citizens, that 'You do not have to come through the NAACP to file suits against discrimination\" and a subsequent statement that has been attributed to you, that they did not have to worry about financing the suit, have had devastating effects in the effectiveness of the NAACP here and have add- ed nothing to our campaign for members and funds. But, I also feel that when it is so blantantly expressed, it does not enhance the cause of the National Association for the Advancement of the Colored People nor the Legal Defense and Educational Fund, Inc. I am pointing these facts out to you because I know you are as interest- ed as I am to see segregation and discrimination completely eliminated in Arkansas. I feel that the only way this can de done is for both organiza- tions to work cooperatively in a program that will inspire the shole com- munity, and all will work toward that end. ","The clip begins as the clergy, mostly white men, walk two abreast near city hall. They line up single file in front of the city hall and are met by the Albany police, some of whom stand at the far end of the line while others walk in front of the line with cameramen. ","From doorways across the street, spectators watch the demonstration. Pritchett asks the gathering of clergy why they came to Albany; an unidentified minister replies that they gathered to offer their prayers to God. ","After pausing, Chief Pritchett addresses the clergy, and counters that the publicity of their visit indicates they have come \"to aid and abet the law violators of this city and of this county. ","Pritchett reminds the demonstrators of their civic obligations and their responsibilities to their congregations. He informs the group that those acting within the law are welcome in Albany, but lawbreakers will be treated as criminals. Pritchett asks the clergy to \"go back to your normal places of livelihood, preach to your own congregation, and clear your own city of sin\" before interfering with life in Albany. ","Appealing to their religious vocation, he says, \"if you are peace-loving and religious people as you say you are, then I feel sure that you will leave here\" and \"not buy-in with outside agitators.","Pritchett reiterates his reluctance to arrest any of the clergy, asking them \"in the name of decency and justice\" to leave. When the clergy refuse to leave after his final warning, Pritchett orders his men to arrest them. ","As the group walks toward Freedom Alley (a dead-end road beside city hall where police hold arrested demonstrators for processing), the watching crowd cheers. While waiting in Freedom Alley, the clergy appear to sing in a silent portion of the clip. ","Seventy-five clergy, primarily from New York and Chicago, came to Albany at the request of Dr. Martin Luther King, Jr. and other local leaders hoping to facilitate interaction with Albany's white community; however, Albany's white clergy refused to meet with the \"outsiders.\" ","Instead, the visiting clergy held a prayer vigil at city hall where they were arrested.
