Sparkman continues asserting that withholding funds wold hurt African American children the most. Sparkman contends that the proposed penalties are \"utterly ridiculous\" and asserts his long-standing position \"that the Civil Rights Commission ought not to be in existence.\"","John Sparkman served as one of the United States Senators from Alabama from 1946 to 1979. In April 1963 the United States Civil Rights Commission proposed that president John F. Kennedy cut off funds to Mississippi because of ongoing racial disturbances in the state. Senators from the South publicly spoke out against the proposal. The first shot is of four unidentified police officers on the sidewalk near the curb. A Jewelers shop is located across the street. The next clip shows two unidentified police officers next to a patrol car. In the third clip, three unidentified police officers are inside the store with an unidentified man who walks toward the camera. Another unidentified police officer comes from the direction of the camera toward this man. They stop behind two unidentified African Americans, a couple seated at the counter. In the next shot, a woman behind the counter comes and removes a sign and replaces it. The next shot shows a variety of young adults, both white and black, seated along the counter. The same group is shown in the next shot which is from the opposite direction. An unidentified police officer is in the foreground of this shot. This is followed by a very short clip of the same view. The next shot is of a Police Chief Nelson Camp seated at a desk in an office speaking on the telephone, followed by a close-up clip of him hanging up the phone. The outside of the police department is shown in the next clip. There is another clip similar to the first described above of the officers by the curb. The next shot is of the front of G.C. Murphy Co., one of the sites of the sit-ins. Another shot of the two officers by the patrol car. The next shot shows the seal of the \"City of Rome Georgia\" on the side of the police vehicle, may be a parking enforcement tricycle. The clip also shows part of a fire hydrant. The next two shots are of an officer on the sidewalk, followed by two officers inside the store. There is another brief shot of the African American couple at the counter. The next shot is of the sign that was replaced on the counter, but the glare makes it too difficult to read. This also shows the dishes to be cleaned behind the lunch counter. In the next clip, two women behind the lunch counter are cleaning, while the unidentified African American couple sit at the counter. The next clip shows the handwritten sign: \"Snack bar closed for cleaning\". In the background is a woman putting ice in a container.
