The report preserves the text from a telegram the group sent to President Johnson and the White House's reply.  The accounts of impoverished citizens criticize Mississippi welfare programs and describe an act of civil disobedience in which a group of African Americans occupied empty barracks on a Greenville military base and were thrown out by troops.
