Barnett was born on January 22, 1898 in Leake County, Mississippi. He graduated with his B.A. from Mississippi College in 1924. In 1926, he graduated from the University of Mississippi with his law degree. Barnett was inaugurated as the governor of the State of Mississippi on January 19, 1960.
