O. Box 1977 Little Rock, Arkansas CAPITAL CITIZENS’ COUNCIL CONFIDENTIAL Dear Patriot: To live in Little Rock is a privilege and a responsibility. Our city is famous throughout the world. The fact that Communists and other biased propa- ­gandists have tried to distort and smear our image does not diminish the historical importance of Little Rock. It was here that Federal troops were, for the first time since Reconstruction, ordered to impose an alien way of life upon Americans. To the everlasting credit of our citizens, it may be noted that the left- wing bureaucraey would not have found necessary such an act of tyrannical \"revolution from the top\" if Little Rock had not offered resistance. That re- ­sistance was sparked in 1957 by your Citizens’ Council. Throughout the en- ­suing years the spirit of liberty has continued to be fed by the upholders of States’ Rights and Racial Integrity. Yet the danger from subversive integrationists is now greater than ever. The President now not only sends troops to crush the people of a state, as he did last year in Mississippi, but also openly encourages street agitators, such as Bayard Rustin (negro sex pervert) and Martin Luther King. The New York Times of May 14, 1963, reported that negro toughs in Birmingham have the slogan: \"K.K.K. -- Kennedy, Khruschev, and King!\" It is time to improve our defenses. THE TASK OF DEFENDING OUR WAY OF LIFE AGAINST THE CHAOS AND VIOLENCE OF INTEGRATION SHOULD NOT BE TOO DIFFICULT IF WE ARE PROPERLY ORGANIZED! The failure of the race-mixing revolutionists to produce more than token inte- ­gration in the nine and a half years since the Supreme Court’s \"Black Monday\" decision of May 17, 1954, shows how deep-set is the American commitment to social separation of the races. Even the hypertrophied power of the Federal bureaucracy, even the stult- ­ifying persuasiveness of the mass media of communication, even the prestige of academic and ecclesiastical celebrities have not sufficed to put so much as one-half of one per cent of the negro children of the South into classrooms with white children. No wonder the integrators are nervous! To guarantee that racial revolution shall advance no further, but be rolled back, your Citizens’ Council is to be remobilized. A meeting to this end has been called for Monday. December 2, 1963, at 8:00 P.M. in the Display Room of Coachman’s Inn, East 5th at Ferry. You are urged to attend. Whether you are already a member of the Capital Citizens’ Council or not is immaterial. Proud as we are of the past, it is the future to which we look. We see in that future a Little Rock Citizens’ Council invigorated with new blood and supported by full affiliation with the Citizens’ Councils of America. Guests at our remobilization meeting will be Dr. Medford Evans, former Chief of Security Training of the Atomic Energy Commission, author and lecturer; and Mr. Louis W. Hollis, Executive Director of the Citizens’ Councils of America. BRANTON - 2- Aug. 28 Conference of Branches for legal assistance. You were employed by the State Conference to work with Attorney U. Simpsom Tate to handle the case. When the lower court decided agianst the plaintiffs, an appeal was made to the Legal Defense and Educational Fund, Inc. for assistance in appeal to the Eight Circuit Court of Ap- peals. I know that you know all of this. But, to keep the record straight, I am refreshing your mind to the fact that the Little Rock school case is an NAACP project. In view of the above facts, I feel that nay instructions or informa- tion for further action in the case, should have been directed to Rever- end Mr. Crenchaw, president of the Little Rock brach or to Attorney George Howard, jr., president of the Arkansas State Conference, or L.C. bates, Field Secretary for Arkansas. I am well aware the the Legal Defense and Educational Fund spent quite a deal of money. And, I am also aware that it was the Arkansas State Conference of Banches that sought aid from the Fund. It can be recorded too, that the National Office of the NAACP spent thousands of dollars in the case. Since both organizations coordinated their efforts and funds to fight the case, I made several public appearances to raise funds for both or- ganizations. And I still feel that any action take, even now should be made known to both organizations. It is my feelings, that, if at the time, the Little Rock School Board announced that it was not going to integrate the elementary schools this year, you were too busy to take legal actions, the local branch, State Conference, Legal Defense and Educational Fund and the National Office of the NAACP, should have been notified. This would have cleared the way for some other lawyer on the staff to have taken the necessary steps. I have been confronted with another problem that concerns us greatly. It is the attitude of the people here since they have been alerted to the fact, that they do not have to come through NAACP channels to file suits against discrimination. The statement you said you made to a group of Little Rock citizens, that 'You do not have to come through the NAACP to file suits against discrimination\" and a subsequent statement that has been attributed to you, that they did not have to worry about financing the suit, have had devastating effects in the effectiveness of the NAACP here and have add- ed nothing to our campaign for members and funds.
