TRENTON, S.C., Dec. 31. - There is no dis- guising the fact that a most alarming condition of things exists in Edgefield County in consequence of the exodus of negroes to Arkansas, which be- gan more than a week since and has continued almost without intermission up to the present time. It is estimated that already about one-fifth of the entire negro population of the county, or more than 5,000 persons, has gone and the fever is still spreading. There has been nothing like it since the days of Pharaoh, and the situa- tion may well occasion the deepest anxiety for the future. In the Ridge section of the county, extending from the Lexington boundary to this place along the line of the harlotte, Columbia and Augusta Railroad, and east of this road to the Aiken County line, embracing a stretch of territory 24 miles long and 4 to 5 miles wide, it is estimated that at least fourth-fifths of the negroes have joined the exodus. The townships most affected by the movement are Shaw, Ward, Norris, and portions of Mobley and Pickens. Some of the most extensive plantations in this section, on which large numbers of negroes were formerly employed, are now with- out one colored laborer, and the outlook is gloomy enough to cause wide-spread dismay. The reports heretofore published in the newspapers have not exaggerated a single feature of this unparalleled movement; entire settlements have been depopu- lated, and the public roads leading to Augusta have resounded day and night for the past week with the shuffling tread of a picturesque and motley caravan. To add to the complications of the situation a number of white people talk of leaving the county on account of the passage of the Stock law and the lack of labor. There is also a heavy movement of colored people to Beaufort, Colleton, Charleston, and Hampton Counties. Tow or three wagon- trains, carrying several hundred people, have passed through this section during the past few weeks seaward bound. It is a significant fact that the preachers have been urging this movement on the ground that in the counties named the colored people would be able to enjoy their political rights and assist in carrying the next election. Agents are also at work inducing labor- ers to go to South-west Georgia to engage in farm- ing and in the lumber business at large wages; and along the line of the Columbia and the Greenville Road emigrants are being secured for Kansas. Brown The Cele- brated Bill a Nullity. The case against Capt. L. R. Brown conductor on the Cargo and Fulton rail- road for violation of the civil rights bill was argued before Squire Pears yester- day. Mr. W. H. Winfields for the defense, and L. G. Wheeler ___ for the prosecu- tion. The case was submitted and taken under advisement by the Squire who will render a decision at 9 o'clock this morning. During the argument, the justice in reading section eight discovered a flaw in the law, which will doubtles have the effect of rendering the celebrated act a mere nullity on the statute books. The section reads as follows: Section 8. That no person or persons, transacting or carrying on any business of the nature mentioned in the foregoing section of this act, nor any school officer or teacher herein before mentioned, shall make any rule or rules for the government or conduct of such business,schools or in- stitutions herein before mentioned affect- ing persons applying for accommodations, to such person or persons, which shall affect all persons alike, without regard to race or color. It was left to Esquire Pears to discover this defect in the law. We presume, in his decision this morning, he will tell us what he thinks of the whole matter. This should be another lesson to the col- ored people, that the men with whom they have been acting will swindle them upon every occasion. A conductor on the Cairo and Ful- ton Arrested Charged with Violating the Civil Rights Bill. ____________________ yesterday morning a partu of colored people, Agnes Hand, Sallie Lee, Hender- son Hand, Polly Bridges and Squire Dave McWhorter, appeared at the Cairo and Fulton railroad depot, and demanded en- trance into the rear of the car. The brakeman, who had orders to distribute the passen- gers, sent the colored people to the car ahead. They refused to go, and went to the conductor, who happened to be Mr. L. R. Brown, and he refused to countermand the order. They then removed their bag- gage from the train. On the arrival of the train from Arka- delphia last night. Mr. Brown was ar- rested by Constable Garrett, (col.), who brought along another colored man to aid in the arrest, and took him before Squire McWorther, (col.), who was one of the par- ties that appeared with the others at the train but whose name was omitted from the complaint. The Squire took Mr. Brown's personal recognizance to appear at 9 o'clock this morning. As conductor, Brown has been one of the most polite of all the very polite officials of the Cairo and Fulton railroad, we know the entire community will join us in ex- pressing the opinion that in this matter he has acted not otherwise than from a severe sense of duty, and the sympathies of all right-thinking people must necessa- rily be with Mr. Conductor in this matter.
