- The report reveals the effort to address many of the racial issues present in Portland during the civil rights movement. Included in the report are issues of employment and economic opportunity, education, public welfare, housing and urban renewal, police and law enforcement, discrimination of private organizations, and citizen participation in local government. This report was published for a presentation held in the Mayfair Room at the Benson Hotel in Portland.
