Anderson is speaking in part of the Albany City Commissioners' longstanding refusal to discuss the requests of Albany's black citizens or to authorize bi-racial discussions. Local business leaders, adversely effected by Albany Movement-led boycotts, had encouraged the City Commission to work with African Americans but were unsuccessful, until, August 4, when the City Commission issued a public statement agreeing to talk with local African Americans. However, they indicated that they would speak only to those who had not been arrested in protests, which ruled out most of those active in the Albany Movement. Students had been active in protesting segregation with the Albany Movement since the arrival of Student Nonviolent Coordinating Committee (SNCC) members Charles Sherrod and Cordell Reagon in August, 1961.  While the Albany Movement leaders had repeatedly requested that the Albany City Commissioners begin dialog with them about concerns of the African American community, the commission refused to compromise.  After the Interstate Commerce Commission (ICC) desegregation rule went into effect desegregating bus and train service stations, students began actively testing public facilities, protesting segregation.  Albany Police Chief Laurie Pritchett, aware of the negative effects of images of police violence on peaceful protesters, instructed Albany officers to respond nonviolently to protesters.  In this segment, officers carry limp demonstrators away from the library steps.  In response to desegregation efforts, the Albany Carnegie Library closed in 1962. To illustrate his position, he states that comments made the day before on \"Meet the Press\" by Dr. William G. Anderson, president of the Albany Movement, show the movement is looking to incite unrest and violence.  Vandiver affirms that local authorities and the seventy-to-seventy-five state troopers in Albany are keeping the peace.  If there is violence, he will send in the Georgia National Guard to remove the agitators from the area.  His comment in response to a question about New York governor Nelson Rockefeller's request for federal intervention in Albany is not recorded; Vandiver does confirm that there have been no inquiries from Washington regarding the situation.  When asked, Vandiver implies that no federal or state intervention will be needed because the Albany Movement is losing its influence; only three people participated in Sunday's demonstrations. The man explains that he is not sure how the African American students in the county are being educated with the public schools closed. He suggests that some are educated outside of the county, some are being educated at home, and that some may be working. Following these comments, the camera shows scenes from downtown Farmville, with cars parked on the side of the road and three African Americans approaching a store. Outside, in front of a church building, two people speak as they stand in the shade. A sign indicates that this is the First Baptist Church; it also shows church meeting times. An African American man, possibly Reverend L. Francis Griffin, pastor of the First Baptist Church in Farmville, speaking to the reporter explains that not having a public school system is a strain on African American families. Reverend Griffin, head of the local National Association for the Advancement of Colored People and petitioner in the Griffin v. School Board case says those mothers who do send their children outside of the county for education, \"are never completely satisfied until they are returned for summer vacation.\"","On May 17, 1954, the United States Supreme Court in the Brown v. Board of Education case ruled against segregation in public schools. That case included a case against segregated education that was brought against Prince Edward County in 1951. After the Brown ruling, Virginia state officials instituted a plan of \"massive resistance\" to court-ordered integration, passing laws to close integrated schools and provide tuition grants to displaced white students. After both state and federal courts overturned the school closing law in January 1959, governor J. Lindsay Almond called a special legislative session and announced the end to the state's policy of massive resistance. That fall, leaders in Prince Edward County chose to close the public school system rather than allow integration. White citizens established the Prince Edward School Foundation as a private school system for the 1,500 white school children in the county. The 1,700 African American school children were left without educational opportunities in the county.
