The study found that the effectiveness of the Black vote dropped sharply in all contests after the top race. Qualified Black candidates could expect little white support in races, except in those token races where the bloc-voting whites felt they should allow Negroes. Neither Blacks nor whites were prepared to accept a Black as head of the city government.
