The Sanitary Commission engaged in hospital and other charitable work during the Civil War; it was a forerunner of the Red Cross. Countersigned by Sec. of State William H. Seward and Lincoln's personal secretary John G. Nicolay. Charles Eberstadt lists this as no. 32 (Leland-Boker autographed edition)in his bibliography of the Emancipation Proclamation.
